Compute A @ x for a 1-D x.

Dispatches to oneMKL sparse::gemv via a cached matrix handle (built lazily on the first call and reused afterwards), matching the cupyx csr_matrix.dot behaviour. Raises for an unsupported value/index dtype (no dense fallback); 2-D x (batched SpMM) is not implemented.
